The effects of the Ukraine War and Western sanctions against Russia continue to propagate into the Arctic. A new report by the Bellona Foundation, an international environmental NGO based in Oslo, has found that during the past year 100 sanctioned vessels, often aging and poorly insured, have used Russia’s Northern Sea Route.

This figure is up from just 13 during 2024. The Bellona figures highlight how Russia‘s hopes of turning its Arctic shipping lane into an international corridor used by established Western operators have all but evaporated. Instead, the route has become a haven for sanctioned vessels seeking to circumvent international sanctions and avoid detection.

Sanctioned Vessels Dominate Northern Sea Route

Nearly a third of cargo ships sailing on the NSR in 2025 were part of the sanctioned shadow fleet. This surge in sanctioned vessel traffic is attributed to Russia‘s efforts to develop its Arctic shipping corridor, which has become an attractive alternative for vessels seeking to avoid Western sanctions.

The Bellona report notes that many of these vessels are aging and poorly insured, with some having been previously retired or scrapped. However, they have been reactivated and repurposed to take advantage of the lucrative trade opportunities presented by Russia‘s Arctic shipping route.

Environmental Concerns Raised

The increased presence of sanctioned vessels on the NSR has raised environmental concerns. The Bellona report highlights the potential risks posed by these aging vessels, which may not meet modern safety and environmental standards. The risk of oil spills, pollution, and accidents is heightened, posing a threat to the fragile Arctic ecosystem.

As Russia continues to develop its Arctic shipping corridor, the international community must remain vigilant and address the environmental concerns raised by the increased presence of sanctioned vessels on the NSR.
