Ukraine Strikes Russian ‘Shadow Fleet’ Tanker in Mediterranean

The Ukrainian SBU security service has confirmed that an aerial drone strike was carried out against a Russian “shadow fleet” oil tanker, the Qendil, in the Mediterranean Sea. This marks a significant escalation of Kyiv’s attacks on Russian oil shipping.

The Qendil, which was empty at the time of the attack, sustained critical damage and was located off Libya’s coast over 2,000 km from Ukraine. The exact location and timing of the strike are still unclear, but MarineTraffic data shows that the tanker was en route to the Russian port of Ust Luga in the Baltic Sea from the Indian port of Sikka.

This development reflects a stark expansion of Ukraine‘s use of uncrewed aerial systems against maritime assets associated with Russia’s sanctioned oil export network. The strike is notable not only because it was further away in the Mediterranean but also because it used aerial drones, which are typically more sophisticated and difficult to detect than other types of attacks.

Multi-Stage Measures

The Ukrainian official did not disclose how the drones reached the ship, but said the operation involved “multi-stage” measures. This suggests that Ukraine may have employed a range of tactics to carry out the attack, including intelligence gathering, surveillance, and coordination with other agencies or assets.

The SBU has conducted highly sophisticated attacks against Russia in the past, including an operation to destroy strategic bombers at air bases far beyond the front line in June. The agency’s capabilities and willingness to use them have been demonstrated through a string of unexplained blasts on tankers that have called at Russian ports since December 2024.

Growing Intensity

Ukraine has been attacking Russian oil refineries throughout 2024 and 2025, but has visibly widened its campaign in recent weeks. This includes strikes on oil rigs in the Caspian Sea and claims of responsibility for sea-drone attacks on three tankers in the Black Sea. Those tankers, including the Qendil, are part of Russia’s so-called “shadow fleet” – unregulated ships that Kyiv says are helping Moscow export large quantities of oil and fund its war in Ukraine despite Western sanctions.

Russian President Vladimir Putin has threatened to sever Ukraine‘s access to the Black Sea in response to the attacks on tankers, which he has derided as piracy. However, there was no fresh comment from Moscow on the latest attack.

The strike on the Qendil is a significant escalation of the conflict and reflects the growing intensity of Kyiv’s attacks on Russian oil shipping. It remains to be seen how Russia will respond to this development, but it is clear that Ukraine is determined to disrupt its adversary’s ability to export oil and fund its war efforts.
