US Sanctions Network Supporting Iran’s Shadow Fleet

On November 4, 2026, the US Department of the Treasury announced sanctions against an India-based network accused of providing fraudulent ship registrations and maritime certifications to Iran‘s shadow fleet, raising concerns over vessel safety, regulatory oversight, and environmental protection.

The fraudulent activities reportedly date back to at least 2014 and involved the creation of websites impersonating legitimate flag administrations. These websites advertised services including ship registration, seafarer training and certification, and vessel classification without authorization from the relevant governments.

False Flags Raise Safety and Environmental Concerns

Beyond sanctions evasion, the US Treasury highlighted the wider safety implications of fraudulent vessel registrations. False flags and maritime certifications can undermine international requirements intended to protect seafarers and prevent environmental damage. Treasury also warned that falsely flagged vessels may operate without valid protection and indemnity (P&I) insurance, potentially exposing coastal states to substantial financial losses following maritime accidents or pollution incidents.

The use of unauthorized registries also raises questions about the effectiveness of flag State oversight, including the verification of vessel documentation and compliance with international safety standards. The Treasury’s Office of Foreign Assets Control (OFAC) issued a new maritime industry alert warning of the risks associated with providing services to falsely flagged vessels.

Sanctions Implications

The newly announced designations fall under Executive Order 13902, which targets activities involving key sectors of the Iranian economy. Under the measures, property and interests in property belonging to designated persons that fall under US jurisdiction are blocked, while transactions involving them are generally prohibited unless authorized or exempt.

The Treasury warned that foreign individuals and entities facilitating sanctions evasion could also face enforcement measures, including restrictions on access to the US financial system. The action forms part of Operation Economic Outcast, launched in August 2026, aimed at disrupting Iran‘s ability to circumvent international sanctions and undermine global security.
