Growing Complexity in Ship-to-Ship Transfers in Dry Bulk Shipping

As explained, ship-to-ship (STS) operations in dry bulk are becoming more routine due to larger vessels and limited port infrastructure, which often requires cargo to be transferred offshore. However, unlike tanker shipping, where STS procedures have been standardized for over two decades, dry bulk operations remain more fragmented, shaped by varying cargo types, local conditions, and trade-specific realities.

The complexity of the work itself was a recurring theme during discussions. Multiple parties are involved in each transfer, with resources that vary from region to region. Weather, draft restrictions, and visibility can change the risk profile hour by hour, making procedures that are not always applied in the same way twice.

INTERCARGO Calls for Safer STS Transfers Framework

On 31 March, INTERCARGO brought together experts to address a growing issue in dry bulk shipping: the increasing use of ship-to-ship (STS) transfers and the lack of a consistent, shared approach to carrying them out safely and efficiently. The event highlighted the importance of bringing together owners, charterers, insurers, and service providers in one room to shape a more aligned approach.

Chairman John Xylas emphasized that STS in dry bulk is no longer a niche activity but an industry-wide practice that requires a coordinated effort. He stressed that engaging all stakeholders and actively promoting safer STS activities will be crucial in shaping how these operations are carried out safely and consistently across the sector.

Developing Consistency through Guidelines

INTERCARGO has recently developed “Ship to Ship Transfer Guidelines for Bulk Carriers,” developed with input from its members across the industry. Captain Panagiotis Nikiteas, HSQE Manager/DPA/CSO of Maran Dry Management, presented at the event and highlighted the importance of these guidelines in promoting consistency in operations and reducing the risk of disruption.

The new STS guidelines are a starting point for a more consistent approach to STS transfers. By providing a framework for safe and efficient operations, INTERCARGO aims to reduce the risks associated with these complex activities.
