Japan Imposes New Russia Sanctions, Blacklists 33 Entities Over Ukraine Aggression

Japan Imposes New Sanctions on Russia: 33 Companies, Individuals, and Shadow Fleet Vessels Blacklisted

On Friday, October 2, the Japanese government expanded its sanctions list against Russia over its aggression against Ukraine, adding 33 Russian companies and nine individuals.

The Japanese Ministry of Finance reported that the new sanctions target entities connected to Russia‘s military-industrial complex. Among those added to the list are Vladislav Kostin, General Director of VNIIR Progress; Dmitry Lelikov, Deputy General Director of Rostec; Vasily Brovko, Director of Rostec; Igor Khomenko, General Director of TROS; Sergei Ushko, Director of TROS; Vladislav Lobaev, former president of the Lobaev Foundation; Alexander Sychugov, General Director of Voskresensky Aggregation Factory; and Alexander Zakharov, owner of ZALA Aero (CST).

The sanctions also include companies such as Voentorg, VNIIR Progress, Alabuga Development, and Uraldronzavod, among others. Japan has imposed these sanctions in connection with Russia‘s invasion of Ukraine and has expanded the sanctions lists several times.

Background: International Pressure Mounts Against Russia

Prior to this announcement, the UK Foreign, Commonwealth and Development Office announced a new Russia sanctions package. These measures are being taken against the backdrop of Russia launching over 3,000 jet-powered drones towards Ukraine in September. The international community has been increasingly vocal in its condemnation of Russia’s actions, with many countries imposing their own sanctions.

Shadow Fleet Vessels Included in Sanctions

In addition to the companies and individuals, Japan also imposed restrictions on four companies from Türkiye and the UAE, as well as 35 vessels of the so-called shadow fleet. The shadow fleet refers to a network of ships used to circumvent international sanctions against Russia.
