Russia’s Shadow Fleet Expands Amid Sanctions
Russia is building a new “shadow fleet” of tankers to circumvent sanctions and preserve revenue from energy exports, according to the UK Foreign Office. The latest package of British sanctions includes eight vessels, including two new ice-class LNG tankers—the Alexey Kosygin and Konstantin Posyet—which entered service in 2026. These additions bring the total number of sanctioned Russian vessels to around 1,200.

The new British package extends beyond maritime shipping. Sanctions have also been imposed on individuals whom London accuses of arbitrary detention and torture of Ukrainian civilians, as well as the ideological indoctrination and militarization of deported Ukrainian children. British authorities estimate that about 6,000 children were taken away to undergo “re-education” programs.
