Main Intelligence Directorate Identifies Additional 38 Vessels Used by Russia to Circumvent Sanctions
The Main Intelligence Directorate of the Ukrainian Ministry of Defense has identified an additional 38 vessels that, according to intelligence reports, Russia is using to circumvent international sanctions. These ships fly the flags of 12 countries and territories, including Barbados, Panama, Turkey, Liberia, Hong Kong, and Palau.
These vessels are part of a larger network used by Russia to evade sanctions and support its military efforts in Ukraine. The Main Intelligence Directorate continues to identify and publish information on participants in Russian logistics networks used to circumvent international sanctions, plunder temporarily occupied territories, and finance the war against Ukraine.
Vessels Involved in Oil Exports and Sanctioned Tanker Refueling
Of the 38 vessels, 28 are directly involved in the export of Russian oil, petroleum products, and liquefied natural gas. These ships refuel sanctioned tankers of Russia‘s “shadow fleet” and are involved in the theft of Ukrainian grain from territories occupied by Russia. All of these vessels are already subject to sanctions imposed by the United States, the United Kingdom, the European Union, and Ukraine.
Unsanctioned Oil Tankers Support Russian Military Logistics
Another 10 oil tankers not subject to sanctions are helping not only to deliver Russian oil to global markets but also to bring gasoline and diesel fuel into Russia, supporting the Kremlin’s military logistics amid a fuel shortage. These vessels are not yet subject to sanctions, but their involvement in supporting Russian aggression could lead to future restrictions.
Captains Facilitating Complex Navigation
Earlier, the Main Intelligence Directorate (GUR) named 11 captains who facilitated complex navigation and the delivery of imported fuel to Russia. The disclosure of their names shatters the myth that shadow logistics can remain anonymous. This is a clear warning to every sailor: participation in aiding the aggressor will not go unnoticed. Such activities have consequences—particularly for the reputation and safety of those involved.
Every Vessel, Captain, and Company Supports Russian Aggression
As the intelligence agency emphasized, every vessel, captain, and company that helps Russia trade oil, export stolen Ukrainian grain, or import fuel becomes a tool of Russian aggression. The GUR’s efforts to identify and expose these entities are crucial in the fight against Russia’s shadow fleet.

Meanwhile, Russia is expanding its shadow fleet of gas carriers to circumvent EU sanctions.
