Russian “Shadow Fleet” Vessel Caffa to be Recognized as Material Evidence in Criminal Proceedings
The Russian “shadow fleet” vessel Caffa, which was ordered by a Swedish court to be transferred to Ukraine, will be recognized as material evidence in criminal proceedings, according to Deputy Prosecutor General Andrii Leshchenko. The vessel, which is suspected of illegally exporting grain from occupied Sevastopol, will be transferred to the management of Ukraine.
Leshchenko commented on the court decision, stating that it is a precedent and a reaction of the civilized world to Russia’s illegal activities. “This is, first of all, the reaction of the civilized world to the fact that Russia fills its budget in this way,” he said. “And this budget finances the war machine that carries out daily shelling, as well as financially motivates military personnel who go to the territory of Ukraine to commit crimes.”
The Deputy Prosecutor General emphasized the importance of the decision for Ukraine, stating that it shows that the Defense Forces of Ukraine are taking measures to physically and kinetically stop the activities of the “shadow fleet.” He also noted that Ukraine is working with other jurisdictions to block the functioning of this “shadow fleet” and prevent Russia from filling its budget.
Vessel to be Transferred to ARMA Management
According to Leshchenko, the court agreed with Ukraine‘s arguments that it is necessary to conduct additional investigative actions with the instrument of the crime and agreed to transfer the vessel to Ukraine. The Deputy Prosecutor General stated that Ukraine has not yet received the vessel but will organize its transportation to Ukrainian territory.

The Caffa vessel was previously involved in illegal activities, including the export of grain from occupied Sevastopol. The vessel’s arrest is seen as a significant step in Ukraine‘s efforts to combat Russia’s “shadow fleet” and prevent further illegal activities.
